Both metrics measure audience consumption, but they count different delivery methods.

In short, MP3 Downloads count a single progressively-downloaded audio file, while HLS Downloads count content delivered as many small streamed segments that can be video, audio, or both.
Both metrics use the same 60-second content threshold and 24-hour deduplication window. An MP3 Download or an HLS Download is counted when at least 60 seconds of distinct content has been delivered to a consumer, deduplicated within 24 hours.
HLS Downloads can include audio-only content, since HLS is a delivery mechanism rather than a content type.
